The U.S. Department of Education Office for Civil Rights notified the district this month that they are conducting a "compliance review" under the Civil Rights Act, according to the documents.
The investigation will determine whether the district has implemented policies, procedures or practices that exclude Hispanic or English Language Learner students from high-level courses offered by the district.
Those courses include the district's honors, gifted and Advanced Placement programs, according to a June 7 letter written to the district by the Office for Civil Right's Philadelphia office.
The investigation will also assess whether minority students are denied equal educational opportunities based on limited English proficiency, according to the letter.
